Hello,



Among many actions initiated by the trump administration, that pop up seemingly like whack-a-mole every day, the most sinister is the vicious sustained attack on free speech. Beside removing taxpayer funding for Corporation for Public Broadcasting thereby hobbling national public media, numerous news outlets, ABC News, CBS News, The Wall Street Journal, and The New York Times, have been sued and then settled for millions without even defending themselves! for vague criticisms of trump. 

Even smaller outlets, such as The Des Moines Register have also had lawsuits  against them. The effect of these lawsuits is to hasten self-censorship such as gutting the opinion pages at the Washington Post, similar staff reduction actions at the LA Times, and by muting or eliminating criticism of trump and his acolytes while selecting what news to cover with an eye on potential lawsuits.


   In addition to lawsuits, there is the cowardly actions taken by the media corporations, owners of news shows and station outlets, that remove innocuous comedians like Steven Colbert, removed because the parent company Paramount had a merger before the FCC. After the axe (next spring) was announced the merger was approved. Jimmy Kimmel (ABC owned by Disney) was removed because NextStar wants a favorable decisions about their merger pending at the FCC. Nextstar (largest owner of 200 local TV stations in 44 states) along with Sinclair (owner of 185 stations in 85 markets) carry ABC's Kimmel, and both pressured Disney by calling for his removal.


The fear of trump spreads like the stank of a rank fart.

 

Amidst the sustained assault on free speech, there continues to be vibrant programming from community stations and more than 1500 low power community such as KBRP. As voices are quieted nationally, our role will become more and more important in disseminating news, public affairs, and music.


   And that is why KBRP continues to reach out to better serve our community. We need your support. ANTI-ISRAEL RESOLUTION YANKED FROM COUNCIL DOCKET


Two council people sponsored a resolution opposing the Israeli actions in Gaza and urged the US Gov to stop supplying weapons and Israel to allow supplies of food to starving Palestinians at the last council meeting. When in session, the council acted on several agenda items, then went into executive session to discuss agenda item #9, the resolution, After 20 minutes, they returned and promptly pulled the resolution from the agenda. They then allowed people that were signed up to speak on that specific agenda item, 3 minutes each to say their piece. Of the 17 people who spoke, it was about evenly divided between supporters of the resolution and opponents. However, of the people who lived in Bisbee, the supporters of the Israel condemnation, were much more numerous than the opponents. There were several Jewish organizations that spoke against it, all of them were not from Bisbee. Before the meeting, there  apparently was an organized email campaign to the councilmembers urging voting no or pulling the resolution. 


   There has not been a public explanation for the removal of the resolution with the exception that in executive session, no council member can talk about what transpired.


   I speculate-without any knowledge of what when down in exec session or any information from any council person-that there were veiled threats made to the city should they pass the resolution. Threats or innuendo such as suits or pr campaigns that would be slanted to malign and besmirch our city to adversely impact visitation.

WELL BE DRY


One of nine monitoring wells established by a judge to monitor water flows on the imperiled San Pedro River dried up over the summer, raising concerns about the river's health. The June 30 reading was ‘D’ for dry. The well is located seven miles north of Ft. Huachuca. Two other wells near the fort have shown declining levels.


Maricopa County Superior Court Judge Mark Brain required the monitoring of nine wells and four stream gauges as part of an order establishing minimum flows on the river. The river running north from the Mexican border nearly to Benson comprises the San Pedro Riparian National Conservation Area. Brain's order was quantifying the amount of water the river is legally entitled to.


Neither the USGS’Arizona Water Science Center nor the U.S. Bureau of Land Management, which owns and runs the San Pedro conservation area, has responded publicly.

AZ GOV ORDERS EXPANDED ACCESS TO ALL VACCINES


Arizona Gov. Katie Hobbs has joined several other states in defying Health and Human Services Secretary Robert F. Kennedy Jr., to expand access to COVID-19 and other vaccines, countering federal efforts to restrict access. The order directs the state health department and pharmacy board to ensure broader vaccine availability, authorizes a “standing order” to function as a prescription, and applies similar access rules to all vaccines. It also requires coordination with insurers, so vaccines remain covered. Hobbs framed the move as protecting “health care freedom” and public safety as Arizona faces rising cases from a new variant driving ER visits statewide. (AI generated)

DEPARTMENT OF INCREDULITY…MEASLES


Jaysus Cristo! 85% of Cottonwood Elementary School students have a 'personal belief exemption' from vaccines. It is a serious indicator of why there has been a return of Measles in northern Arizona. An Aug. 19 public health advisory from the Mohave County Department of Public Health advises residents of Colorado City and surrounding areas to stay informed about measles because it is "currently active" within the community. Like 46 cases active. The area has a large contingent of Church of Latter Day Saints residents.


I believe it is an another example of superstition and religious dogma replacing science as a basis for health decisions. It is only going to get worse because of RFK jr.'s  anti-vaccine bizarre beliefs.

AZ MINIMUM WAGE BUMPS UP TO $15.15 AN HOUR IN 2026


Voters, not legislators, twice approved adjusting the minimum wage to the consumer price index. The August CPI was 2.9 percent resulting in the minimum wage bumped 45 cents on January 1, 2026.


Arizona has raised the minimum wage $10 an hour in the past 20 years. In 2005 it was $5.15. That contrasts with the federal minimum wage, which was $5.15 in 2006 and has risen a paltry $2.10 to $7.25 in 2026.

PUBLIC ‘SERVANT’ SALARIES


The AZ Republic has released a searchable database of salary information for more than 1.4 million public employees. Quite interesting who is raking in taxpayer dough. For instance, David Gowan, a senator from LD 19 is making $196,000 when he gets a Senate salary of $24,000. HTF did that happen? Mabye lotsa mileage…


Six of the top ten highest paid were football and basketball coaches; the remainder were in health-related positions. Topping the list was UoA men’s basketball coach at an eye-popping $4,850,000 and ASU football coach at $3,950,000! Contrast that with the state AG, Kris Mayes, making $90,000.or the Sec. of State Adrian Fontes, making $77,296.


At the University of Arizona three of the top five highest paid were coaches.

The various stats for the past month show the usual summer downturn although a bit more severeHowever comparing the first eight months of 2025 with 2024 it is clear that visitation is down and 'home based spending' is up.  We are also doing worse than the state as a whole for that period. 


Those sales tax collections are beginning to show up negatively in the city's financials. Revenue is lagging about $270k compared to what was budgeted for this period. (The treasurer compares revenues what has been budgeted. Businesses generally compare revenue to the same reporting period-quarters, ytd, year.)


Visitor Center revenues are at 15% or about $5,300 short of expected. Expenses are at 20%. Because a $400,000 use of fund balance was budgeted and are moving $33,000 out of the Visitor Center every month and into the Capital Improvements fund there is a negative net revenue over expense of $98,000, Without this transfer it would be a negative $32,000 net revenue over expense. (The fund balance into capital improvements ostensibly is to build a visitor center at 30 Main. To my knowledge there has been little public discussion about a new visitor center, and no forum for  residents and businesses to state their opinion.)


If there were to continue to be a visitor center, and it is clear that some people would prefer to have a vc, it would be much better to lease a storefront for a year or two as a transition period, run it with volunteers and save a bunch of dough. Of course that seem a bit common sense. 


To date there has been no job posting for the visitor center manager or a part time assistant position. And there continues to be no public statement from the city manager about how a $50,000 vc budget overrun happened, as well as some questionable spends by the now-resigned visitor center manager.

Gross State Tourism Tax Collection for July are Up +2.1% YTD; up +3.7% compared to July 2024. There were increases in restaurant/bar sales and Retail which offset the losses in Lodging and Amusement.

FOOD PRICES SURGE


The national economy affects us, duh. Grocery inflation nationally rose by more than half a percentage point in August, reaching its highest rate since August 2023 (3%).


Meat prices were the biggest driver, with steak up 16.6%, beef roasts 13.6%, and ground beef nearly 13% year over year. Eggs rose 11%, while coffee spiked nearly 21% due to new tariffs. Fresh produce costs also climbed, led by apples (10%), bananas (6.6%), and oranges (5%). Lettuce and potatoes increased modestly, though frozen vegetables dropped 2.5%. Broader inflation pressures—from cars and insurance to airfare and furniture—are keeping food prices elevated.

TOM CROSBY SLAPPED DOWN AGAIN, COURT FINALLY?


A Court of Appeals judge refused to dismiss two felony charges against supe Crosby. This is the third time he has been rebuffed. A trial assignment hearing will be held September 22 at which time 5 other motions will be heard seeking to limit evidence at the trial. It is a legal strategy equivalent to throwing cow pies at the court to see if any stick.

SUPES WANT VINTAGE VOTE COUNTING


Are supes really going to challenge election procedures about how votes are counted? Ya betcha ass! District 1 Supervisor Antenori wants a legal challenge to using machines to count votes rather than totals by hand. The county has already spent millions of taxpayer dollars on elections, election challenges, attorney fees, and more. WTF!


(In Arizona, machines have been used as early as 1881, before statehood-to count ballots. Machines were in widespread use in the mid-1900s using key punch cards. These were later replaced with modern versions. There have been many studies that show hand counts are inaccurate, costly, time-consuming, inefficient, inconsistent, and can be hacked.)


The contentious Antenori wants to spend more money on attorneys to return to court and obtain yet another ruling on whether county supervisors must certify elections.  Hopefully, when supe Tom Crosby finally goes to trial for two felony charges about that very issue, Antenori will have his answer rather than spending more taxpayer dough.


In fact, Antenori signed and sent an undated letter to AG Pam Bondi to request information about accreditation and certification of ballot-counting machines that the county uses. Never mind that those same machines have been certified by the state.


Repeating baseless rumors and checking the ‘verification’ of various voting procedures all raise questions about the procedures. And sowing doubt is what is accomplished. It is an insidious attack on democracy.

SUPES CLOSETED SESSIONS FOR JAIL ELECTION ISSUES


(Some of the info in this article comes from Terri Jo Neff of the Herald Review and Ali Morse, advocate and promoter of responsive county government.)


Gadzooks! Like a version of Groundhog Day, only it is Groundhog month, the jail district election has come around again. It’s confusing. There are several meetings that have been or will be held in various cities around the county to explain the jail district, the need for a new jail, the sales tax increase that will fund it, the new jail siting in Bisbee, and the changes from the last election that was nullified.


(One consequence of the nullified election is that the half cent sales tax was supposed to be stopped from being collected on July 31. That means that Bisbee sales tax is 9.6% and not 10.1%. Check your receipts in case some businesses didn’t get the word and still charge the extra tax.)


Last week…


Ballots are due to be printed soon for the Nov. 2025 Cochise County Jail District tax “do-over” election. However, the Board of Supervisors met in executive session last week with attorneys about possible issues tied to the settlement of the 2023 election lawsuit. They did not make a public statement after the meeting. However:


The 2023 election was ruled unlawful because more than 10,000 inactive voters weren’t sent ballots.


The resident who was the successful plaintiff against the county election was Daniel Lachance, Although he received $130,000 in taxpayer money in the settlement, he didn’t cash the check. He went back to the county and a deal was made with a staff member, unbeknownst to the supes, that the money would be given in two checks, one of $65k to him and the other to his attorney for an additional $65k.  Why he did this is not explained, but I would speculate it was because he didn’t want to pay taxes on the full $130k.


He has now raised new objections in public meetings and in the official voter pamphlet. accusing supervisors of again conducting the election “unlawfully.”


His concerns include:

  1. That the county was required to collect signed petitions before a new election would take place. (Generally a petition signed by a set number of people is necessary to get a proposition on the ballot.)

  2. The Jail District tax should require 60% voter approval for tax hikes under a 2022 Arizona constitutional amendment.

Regarding the second charge, two courts have already ruled that the 60% rule applies only to statewide tax measures, not local ones, and the Arizona Supreme Court declined to revisit the issue. In a reading of the original prop 132 , it is clear that it is legislature initiatives that are being talked about and not county initiatives.


   The first charge is about a potential “anticipatory breach” of the settlement agreement in that LaChance seems to have broken the terms of the settlement by agreeing that no petition is necessary for the next (upcoming) election, yet he continues to insist that petitions are necessary.

...however, the supes, after getting additional legal advice-from the same attorney, Tim LaSota that worked out the settlement deal-voted to file a lawsuit against LaChance to recover $130,000 from his initial lawsuit voiding the jail district election. Their complaint stems from an agreement in the court decision that LaChance signed, saying that no petitions would be necessary in a new election, yet he is breaching the agreement by insisting a petition is necessary for the new jail district election.  


…and still more this week


…the legal advice of Tim LaSota ($33k and counting) who wrote the original settlement document, seemed to contradict his advising the supes to sue LaChance. According to reporter Neff, “The signed agreement does not include a provision about the post-settlement obligations of any of the parties nor what could happen if someone supposedly does not live up to their end of the deal.


There is also the issue of whether Lachance and the other plaintiffs have any standing to assert petitions are not necessary in November given the wording of state law.”


LaSota has lost several cases for clients who include Keri Lake, Mark Finchem and others. Ya gotta wonder...

There are some continuing issues…


+++ Are current jail operations being funded by a tax collected for a future jail? Total tax revenues received from the .5% jail district excise tax was $17,297,709 over 19 months (1/1/24-7/31/25) $1,665,577 has already been spent from jail tax revenues and $1,169,246 of that represents a Maintenance of Effort (MOE) Overrun. Still trying to get information about why current operations are being funded by money raised through taxes for a new jail.


+++ The BOS voted 8/19/25 to approve a $380,000 contract with construction management company Vanir (monies to be taken from the jail tax revenues) when we don't even know if voters will approve another jail district tax. The money to pay them apparently has come from the former tax collection for a new jail.


     ................EVERYTHING ELSE................


Trump is expected to sign a proclamation that would move to extensively overhaul the H-1B visa program, requiring a $100,000 fee for applications in a bid to curb overuse. The move is the latest immigration reform by the administration and would heavily affect the technology industry in particular, as it relies heavily on H-1Bs. NEW STATE LAWS TAKE EFFECT


Many new AZ state laws, like 265 of them, will take effect at the end of September. A brief list (from Arizona Agenda):

  • Tabaccy…The legal age to purchase tobacco products, vapor products and related paraphernalia is now 21.

  • Crime…Crime victims and witnesses will be able to request redaction of their names from public records more frequently. After Sept. 26, prosecutors will be able to redact identifying information before disclosing case materials.

  • Porn..Gotta show your ID to watch porn. A new bill requires pornography websites to require users to submit a government-issued ID or use an age-verification system. (As Mike Thornton pointed out on his show, this builds yet another surveillance data base.)

  • Child abuse…Reporting requirements for suspected child abuse are expanded to include substitute teachers, school districts, and charter school governing board members. (I hope that religious figures such as ministers and priests will be included at a later date.)

  • Health…If an emergency is declared and people can’t get their prescriptions, a pharmacist can give a 1 time 30-day refill without a doctor’s authorization if it is essential for the patient’s health and they document it as an emergency prescription.

RHYME TIME


Biographic is a newsletter and magazine that features the wide world of environmental journalism. It is put out by the Academy of Sciences in San Francisco. They publish many interesting articles about flora and fauna.


 Bumblebees, Bears, Hares, Bones, Whales, and lots more) But to the point, they have a fun feature in their newsletters called Rhyme Time in that they, “… provide a cryptic clue and you (readers) guess the answer, which will be two rhyming words with the same number of syllables. For example, the clue “The hour of the day for writing couplets” has the answer “rhyme time.” They have graciously allowed me to reprint the word play. This is the last of several reprints.
