  There are several early warning signs of the results of trump's erratic and disastrous tariffs and 'beautiful deal' economic policies. Reported in various publications...six months of shrinking manufacturing, job openings lowest in 10 months, declining consumer demand because wages are dropping, a 35% drop in shipping in the past three months, existing housing sales stagnant-demand down.  This is before tariffs really kick in because many corporations have ordered early to beat the implementation,  some have absorbed price hikes, and some have raised prices. With this economic diddling-from the inept business jerk who has been bankrupt six times-by the end of the year there will be serious talk of a recession in 2026. 


   In Arizona, the feds are threatening to veto plans for large solar installations on public land, $1.2 billion worth. The severely neutered and spayed repubs in DC have gone along with reducing clean energy sources while energy demands increase. That's sure to help the economy. 


   On a brighter note locally, the Bisbee Foundation will be offering grants of up to $5000 for solar projects, thanks to a generous  anonymous donor. The grants can be applied for during the regular cycle beginning January 1.The 3-year program will focus on the utilitarian aspects of small projects. More info coming on their website next month.    I got banned from the facebook page Bisbee City Watch by the administrator Adam Dodd. Very odd. I had posted about how the page, despite the name, had become very little about Bisbee issues and more about national stuff; memes, vids, comments, lotsa diatribes against trumpie, and the like; indistinguishable from hundreds of other crappy political pages. I asked that the administrator return to the original intent of the page. He apparently was so thin-skinned that he couldn’t bear to even consider it. Dodd no longer lives in Bisbee. 


   But out of this kerfluffle, a new FB page has emerged with different moderators that will focus on Bisbee. Bisbee City Issues is the name. check it out if you use facebook.


   Although September ushers in the period of declining daylight, we also get cooler temps, garden harvests,while a quickening of efforts to prepare the yard and garden for winter. There is also a plethora of events, many listed below. Don't forget to tip the folks that serve you, and take those moments and hours to enjoy the lush beauty that surrounds us. Some businesses apparently continue to charge an extra half cent as part of a jail district levy that was stopped in July.  Check your purchases in case you are being overcharged.

NO SRT LISTINGS ON MANY OF THE RENTAL SITES

   (As part of some research I'm doing I looked at some short term rental properties if the county tax was being charged and whether they listed their Bisbee SRT license that is supposed to be mandatory for any srt listing.) 

   Evolve, a short term rental company,  continues to charge the extra county tax amount. It is unclear whether the property ID is the same as a Bisbee srt license. 

   Airb&b only shows the total price, they no no longer give a breakdown of taxes. (In a cursory review of 15 Bisbee listings, less than 1/3 had their Bisbee SRT license number  (supposed to be mandatory) listed on their rental page. Seems the city could make a few bucks with fines for not listing license #'s.

   VRBO only shows the total price, they no no longer give a breakdown of taxes.It is unclear if their property ID # is the Bisbee SRT license number  or not. 

   Expedia does not show taxes nor Bisbee SRT license number

JAIL DISTRICT HEARING

Monday/8th  at the library 5-7...The purpose of the hearing is to allow the public to appear and provide comments in favor of or against the continued establishment of the Cochise County Jail District. Several county reps will be present to answer questions. 

The special election will be held November 4.

More than 300 million Americans’ Social Security data was put at risk after Department of Government Efficiency officials uploaded sensitive information to a cloud account not subject to oversight, according to a whistleblower disclosure submitted to the special counsel’s office Tuesday.

The data included records of all issued Social Security numbers, full names and birth dates. The account adds to allegations raised in lawsuits and by watchdog groups about the risk of DOGE personnel having access to sensitive data and failing to take proper safety precautions. The SSA said it has “robust safeguards” to protect personal information and is “not aware of any compromise to this environment.”

CAFÉ CORNUCOPIA TO OPEN IN NEW LOCATION

The deed is done, the building bought, so Gretchen Bonoduce & Kevin Kautzky will be opening La Cafe Cornucopia in the former Santiago’s at 1 Howell Street in October. Until the new location is functioning, they will continue to serve people at their current location, 14 Main.

"Kevin and I are honored to take over a beautiful historical building and hopefully carry the excellence that the Pages presented everyday with the cuisine, service and ambiance. Le Cornucopua will finally have outdoor seating, which has always been a dream of mine with our excellent Bisbee weather.” Said Ms. Bonaduce.

Apple has added a feature that when enabled, allows you to record a phone call. It not only stores a call but also gives an option for a searchable transcription. Useful for a variety of reasons including keeping a record of calls for service or customer complaints. Arizona is a ‘one-party consent’ state meaning you do not have to get the other party’s consent for recording.

MEDICAID/MEDICARE TO BEGIN AI SCREENING

The Centers for Medicare and Medicaid Services plans to begin a pilot program review process for traditional Medicare, the federal insurance program for people 65 and older as well as for many younger people with disabilities. (Arizona is one of six states selected for the program.) The federal government plans to hire private companies to use artificial intelligence to determine whether patients would be covered for some procedures, like certain spine surgeries or steroid injections.The A.I. companies selected to oversee the program would have a strong financial incentive to deny claims. Medicare plans to pay them a share of the savings generated from rejections. (NYT)

  While there have been no announced plans by any state to institute a similar plan for Medicaid (ACCESS in AZ), this clearly is the start of privatizing medicare and medicaid. Go here for the center fact sheet.

VISITOR CENTER MANAGER RESIGNS AFTER BUDGET OVERRUNS

 Last week Bisbee City manager, Steve Pauken, has sent a letter to the City Council stating that Heather Andrews, the Visitor Center manager, has resigned. Her resignation seems to be a response to the August 28th article written by Laura Swan, editor of the Bisbee Observer, that talked about the $50,000 overuns in the visitor center budget.

  The bulk of that was for spending on advertising, which was about $45,000 more than what was budgeted. The advertising budget is used to market the city of Bisbee.

   There were also other expenses that were noted in the article, including spending more than $1200 for chapsticks used as giveaways at the center, buying flowers-for a business that was closing/ for a business grand opening/ for a funeral-gift bags for influencers, and other relatively minor expenditures that are not normally budgeted.

  (The visitor center manager is charged with supervising the operations of the visitor center as well as doing marketing the city’s to attract visitors-the most important function. She also represented the city at various tourism-related functions.)

  Ms. Andrews had been assigned a city car to use for her business. In the course of her work, she would have occasion to go to various places within the county, Tombstone, Benson, Wilcox, Sierra Vista and occasionally various other places throughout the state for meetings and conferences. However, records show that for the first seven months of 2025, she has logged a whopping 11,000 miles on the car. That seems a tad excessive.

   City manager Steve Pauken is a direct supervisor of Ms. Andrews, and it's under his watch that this occurred. Mr. Pauken was not quoted in the article and, as yet, has made no public statement about the situation.

  There were several expenditures that were over $5000 that did not go before the council. It's stated in the city charter that any expenditures for any department over $5000 must go before the council to get the OK (section 8.02 (c). However, Mr. Pauken has said that advertising expenditures do not follow the $5000 rule before going before the council. It's unclear where he has found the justification for that.

  The city's marketing program has come under scrutiny lately, particularly from Bisbee Forward, a business group, but also from other interested people. If there is an overall plan for the marketing of the city it is obscure. For instance, there have been advertising buys from a Canadian company that places articles in 'paid ad' sections or infotainment sections. Bisbee has appeared in a Dallas, TX paper, the Chicago Tribune, and Wall Street Journal, although it is likely there are no tear sheets. There have been Canadian billboards buys as well. Good Grief!

   A recent controversy about a billboard on I-10 that featured photos of the two, now departed, visitor center employees and touted their expertise in guiding visitors already in town. This, more than any other single thing, illustrated the fundamental problem of a marketing campaign that talked about helping visitors in town, rather than focusing on getting visitors to come to Bisbee.

   There has not been an employment listing on the city's website for the VC job. 

   Since the city manager has made no statement and will not according to this week's Observer, and he was Ms. Andrews direct supervisor, there is little wiggle room. I would bet good money that Mr. Pauken becomes very cooperative with Bisbee Forward. Maybe  helpful in trying to take back or modify some of the $70k+ ad buys already committed to by the city. It wouldn't be a surprise if Bisbee Forward crafts a partial ad campaign that the city will adopt. And then maybe tries to take some credit for turning the situation around. Just saying.

COUNTY SUPES ITCHING TO SPEND YOUR MONEY ON ATTORNEYS

It's not enough that the former supes spent scads of dough, likely over a million bucks, on election challenges & then more challenges to unfavorable court decisions. The result is that one of the supes, Tom Crosby (see below) is facing felony charges. 

  The current supes are itching again to go to court to challenge the law pertaining to how votes are counted. An article by Jenn Fifield of VoteBeat has many details about the recent history including the supes wanting to spend money for attorneys to challenge the current law. They might as well arrive at their meetings in horse and buggy because that is the kind of mentality that wants to do away with ballot counting machines, return to the inefficient, inaccurate, time consuming, and expensive hand counting of all ballots for elections, and spend an enormous money to challenge existing laws to do so. Sheesh! The chutzspah is mind boggling.

SUPE CROSBY WANTS MO MONEY TO PAY FOR HIS FOLLY

According to the Herald Review, Cochise County Supervisor Tom Crosby added a claim of malpractice against former County Attorney Brian McIntyre to his lawsuit against the county seeking $300,000 from taxpayers to cover his legal costs for being charged with felony election interference for refusing to certify the results of the 2022 election in Cochise County

   Crosby ignored advice from the county attorney as well as the rep from the insurance pool for the county so now he is stuck with his bullheaded choice to ignore a simple board function to sanction an election. He has been charged with two felonies and, if convicted, will lose his supervisor job. That would be the best outcome for residents of the county.

Aluminum Dynamics, Inc. has submitted a Class I Air Quality permit application for a proposed facility in Benson, Arizona. The proposed facility would process aluminum scrap into recycled aluminum ingots to supply its mill located in Columbus, MS,

ABOUT THAT EFFLUENT DISCHARGE (and I don’t mean the current administration)…

There is lots of misinformation going around about Bisbee and the county's plan to recharge effluent near the San Pedro River. Since I worked on this project for 6 years, these are the facts that people should be aware of: Bisbee has been directly discharging its TREATED effluent into Greenbush Draw since around 2006. The City of Bisbee must follow ADEQ water quality standards. New thresholds for PFAS have been set by EPA and will be required by ADEQ. Preliminary testing of Bisbee's effluent showed that the city is well below those thresholds. The riparian habitat along the San Pedro River north of Sierra Vista is intact because of effluent recharged by the City of Sierra Vista since 2002. Without it these segments of the river would be dead. The city of Tucson is recharging treated effluent into the Santa Cruz River which has resulted in new riparian habitat that hasn't existed for decades. No recharge can happen anywhere unless it meets ADEQ's water quality standards under the Clean Water Act, including new, more rigorous standards for PFAS. The Cottonwood/ Willow Forest of SPRNCA is critical habitat for migratory birds and other animals right now, regardless of past conditions. Recharge plans for Bisbee effluent do NOT include direct discharge into the river, as is occurring in Greenbush Draw right now, but rather through recharge basins located away from the river which will provide an additional level of treatment of the water. Diminished flows due to drought and pumping in Mexico near the border make this project an imperative. Without it the riparian habitat from the Mexican border northward will degrade as will the supply of water for residents and farmers. This is not just a project of Cochise County but a partnership including Fort Huachuca, City of Sierra Vista, Bureau of Land Management, City of Bisbee, and Hereford NRCD. Don't be misled by hysterical misinformation.

GENOCIDE IN GAZA

Until recently, I’ve been conflicted by the widespread use of the word ‘genocide’ to describe the Israeli government’s war on Palestinians in Gaza. It is not just an idle question. Words have meaning. In the torrent of information, everyday word meanings are often becoming debased and diluted of their specific meanings. However, since late Spring/early summer, it has been clear that there is an intent to destroy Palestinians through a systematic bombing campaign as well as a denial of food and medical equipment. 

The term ‘genocide’ has been codified by the U.N.’s 1948 convention on genocide as a crime carrying the “intent to destroy, in whole or in part, a national, ethnical, racial or religious group.”  

The governments that have accused Israel at the International Court of Justice of carrying out genocide believe sufficient evidence exists to show that Israel intends to make Palestinian life impossible in Gaza. In this view, they are backed by an emerging number of genocide scholars.

A prominent Holocaust scholar Omer Bartov explained in a CNN interview, that he initially believed Israel was possibly committing war crimes but not genocide. But the implementation of policies to punish the entire population of Gaza “has become much worse” in the ensuing months, he said, and Israel’s destruction of civilian infrastructure, hospitals, museums, universities and “anything that would make it possible for a population after a war to try to reconstitute itself” in Gaza also bolsters the genocide charge.

There are continuing massive demonstrations in Israel. Last week, there were 500,000 people in the streets. Tuesday, there was another huge demo with 350,000 Tel Aviv and hundreds of thousands more in Jerusalem calling for an end to the war in Gaza.

There has been an international outcry about the targeted killing of more than 200 journalists. This week a hospital was bombed in Gaza, and as journalists and other medical professionals rushed to the site of the bombing, a second bomb-called a double tap, exploded killing five journalists and many other rescuers.

A Reuters photojournalist has resigned in protest of her media company’s response to the killings.

For on-the-ground news of the war in Gaza, there are two excellent sites. Drop Site has a range of perspectives and specific articles from journalists in Gaza and Israel. The Intercept also has reporting on the war, often from voices not heard in the US media. Another good source is Glenn Greenwald. You can also subscribe to Rumble and get his video show.

CUTS TO FEDERAL WORKFORCE IMPACT MILLIONS

Office of Personnel Management director Scott Kupor said that by the end of December 2025 there will be 300,000 fewer federal workers than there were in January. Sullivan notes that this is the largest single-year reduction in civilian federal employment since World War II.

The old Republican argument for getting rid of civil servants was that private contractors would be more efficient, and so in place of civil servants, the U.S. has relied on private contractors since the 1990s. While the U.S. spent about $270 billion on federal workers’ salaries before the 2025 cuts, it spent $478 billion on government contractors. Public policy scholar Elizabeth Linos explained that even before the recent cuts, the U.S. had “something like three times as many [contractors] delivering the work of government” as it had civil servants.

CREEPING (AND CREEPY) MILITARIZATION OF THE BORDER

Customs and Border Protection has enacted a temporary flight restriction for flying drones without a permit. Already in place is the executive order that mandates a 5-mile perimeter around the border that prohibits drones and non-permitted flights. The latest order extends from Nogales, north past Rio Rico, East past the Nogales airport and west, several miles past I-19.

Conveniently enough, the TFR encompasses Kino Springs where the new border wall is being constructed.
